Why can’t Loki ignite Ragnarök after accepting the oath?

Once Loki accepts Breanna’s Draupnir-born oath to Odin, he becomes bound against being the spark that ignites Ragnarök. To do so would be to betray a sacred oath tied to his own blood-brother and invoke the judgment of the Fates.
